Open innovation is a central policy for developing the knowledge-based industries of Gangwon Province.

FDI is one of the main purposes of international collaboration. Gangwon has many advantages for FDI, especially in the fields of biotechnology, medical devices, and ceramics.

Battelle Memorial Research Institutein Columbus, Ohio, U.S.A. decided to form a joint venture company with a Korean pharmaceutical company for bioequivalent tests of licensed-in and generic drugs. The outcome is International Scientific Standard, Inc., a Battelle company, located in the Chuncheon High-Tech Town.

The second case is Scripps Korea Antibody Institute (SKAI). arch Institute (TSRI) in San Diego, California, U.S.A. agreed to establish its own Korean research center in Chuncheon City. The SKAI is an antibody research organization wholly owned by the TSRI, but located on the campus of Kangwon National University at Chuncheon.

Recently an Australian consortium submitted a letter of intent to form a multinational CRO with a Korean partner at the site of Gangwon Technopark in Chuncheon because preclinical and clinical trials in Korean GCP hospitals by multinational CROs are growing rapidly every year.
